Such a proceeding here is very unusual, perhaps unprecedented, and, whilst I am extremely obliged to the members of Council for repudiating so marked and public the offensive opinions alluded to, I also attach importance to the probable effect on the tone of Public writing, which, spontaneous and unexpected demonstration is chiefly to produce. I think that already I perceive beneficial results. I therefore consider it due to the Unofficial Members and to the motives, which actuated them, to invite your Lordship's attention to the action which they took.
Writers in the local journals, whose professional duty and necessities often oblige them, lest their occupation should "be gone", to maintain a perpetual search for grievances. If not found readily, to invent them. In this way, from time to time I have observed that articles are published here and occasionally quoted in the English journals, from which it might be inferred that a strong feeling of indignation prevailed in this Community.
